When Congress passed the Affordable Care Act in 2010, its authors cited three overarching goals: to improve access to health care, to slow rising medical costs and to improve health outcomes.
One of the main vehicles for achieving all three missions was a requirement that health insurers provide preventive health care services at no cost to patients. If there were no financial barriers, backers argued, patients would be more likely to get preventive services, from colonoscopies to vaccines to heart disease screenings, which would help keep people healthier and out of the hospital and, consequently, lower health care costs.

Dutch financial prosecutors say they have detained a man suspected of involvement in “concealing criminal financial flows and facilitating money laundering” through the virtual currency mixer Tornado Cash. The financial prosecution service FIOD said in a statement released Friday that the 29-year-old man was arrested Aug. 10 in Amsterdam. Egyptian authorities say a vehicle accident in the southern province of Minya killed at least nine people and injured 18. They say the crash took place on Friday when a passenger microbus overturned following a tire blowout on a highway in Minya. Ambulances rushed to the site and moved the injured to hospitals. Deadly traffic accidents claim thousands of lives every year in Egypt, which has a poor transportation safety record. The crashes and collisions are mostly caused by speeding, bad roads or poor enforcement of traffic laws. Ukraine’s health minister has accused Russian authorities of committing a crime against humanity by blocking access to affordable medicines in areas its forces have occupied since invading the country 5 1/2 months ago. In an interview with The Associated Press, Ukrainian Health Minister Viktor Liashko said Russian authorities repeatedly have blocked efforts to provide state-subsidized drugs to people in occupied cities, towns and villages. The World Health Organization says it recorded 445 attacks on Ukrainian hospitals and other health care facilities as of Aug. 11 that directly resulted in 86 deaths and 105 injuries. But Liashko said the much higher number of casualties caused by damaged roads and bridges delaying ambulances “cannot be calculated.”

Salman Rushdie's agent says the writer is on a ventilator after being stabbed in the neck and abdomen on a western New York stage where he was about to give a lecture. The 75-year-old Rushdie was flown to a hospital and underwent surgery after Friday's stabbing at the Chautauqua Institution. His agent, Andrew Wylie, said the writer had a damaged liver, severed nerves in an arm and an eye he was likely to lose. Rushdie's novel “The Satanic Verses” drew death threats from Iran’s leader in the 1980s, Police arrested the man who attacked the writer and identified him as 24-year-old Hadi Matar of Fairview, New Jersey. Matar's lawyer declined to comment.
Iranians are reacting with praise and worry over the attack on novelist Salman Rushdie — the target of a decades-old fatwa by the late Supreme Leader Ayatollah Ruhollah Khomeini calling for his death. Japanese weather officials say Tropical Storm Meari is unleashing heavy rains on the main island of Honshu as it heads northward toward the capital, Tokyo. The Japan Meteorological Agency said Saturday that Meari made landfall in Shizuoka, southwest of Tokyo, bringing sudden heavy rains and blasting winds, and prompting warnings about mudslides and flooding. More than 72,000 people in the area’s main city of Shizuoka were told to evacuate due to possible landslides. The storm is expected to continue northward and hit Tokyo in the evening. Warnings on flooding, strong winds and heavy rainfall were issued for the Tokyo area.
